Why is there a black plastic ribbon wrapped around the flagpole outside Kalamazoo City Hall (next door to the site of the chalk drawings and street paintings)? Is it a symbol of support for Black Lives Matter or does it signify something else or was it put there by a city work crew? I walked into City Hall to ask and an employee there said she knew both of this one and another one on a tree next door at the Park Club.
